爱尔兰又称爱尔兰共和国（爱尔兰语：Poblacht na hÉireann），是西欧的一个国家。
首都和最大的城市是都柏林，位于爱尔兰岛的东侧。该国500 万人口中约有40% 居住在都柏林地区。
爱尔兰自然环境保持的相当好，素有“”翡翠岛国“”之称，河流纵横，草地遍布，所以又有“绿岛”和“绿宝石”之称。它的大学教育非常成熟，首都都柏林自中世纪起就被誉为大学城。
爱尔兰高等教育的政府主管部门为继续教育和高等教育、研究、创新与科学部（Department of Further and Higher Education, Research, Innovation and Science，简称：高教部），负责制定高等教育政策并监督高等教育法规的实施。
高教部主要有以下两个下设机构：高等教育局（Higher Education Authority,简称：HEA）和质量与资格认证委员会（Quality and Qualifications Ireland,简称：QQI）。
HEA是爱尔兰高等院校和高等教育体系的国家级管理机构，具体推动高等教育发展，协助高教部开展高等教育投资并提出相关建议。
QQI是爱尔兰高等教育与培训质量的国家级监管机构，负责监督高等院校和培训机构加强质量管理，确保高等教育水平。
