表彰香港八大教资会资助的公立大学、香港演艺学院和职业训练局学习的优秀本地和外地学生。非本地学生每年可获得8万港元的奖学金。

The Hong Kong PhD Fellowship Scheme
旨在吸引世界上最优秀、最聪明的学生来香港攻读博士学位课程。奖学金计划每年为获奖者提供319200港元的津贴，以及每年13300港元的会议和研究相关旅行津贴，为期三年。对于需要三年以上时间完成博士学位的获奖者，所选大学可能会提供额外的支持。

一带一路国家/地区学生奖学金
ECA Taught Masters Scholarships @ University of Einburgh
“一带一路”奖学金旨在吸引更多的来自“一带一路”沿线国家和地区的优秀学生，到香港开展全日制公立大学研究。所有获奖者都将获得奖学金以支付学费。该奖学金范围已于2019/20学年扩大，现已覆盖所有“一带一路”国家，以及研究生。有兴趣的学生应向政府资助的地方学位授予机构提交入学申请。
